"Lok Sabha Has Power To Pass...": Amit Shah On Delhi Services Bill

After a brief discussion on the motion, the bill to replace the ordinance for control of services in Delhi was introduced in Lok Sabha on Tuesday.

 The Delhi services bill was introduced today in the Lok Sabha.


The right to pass any law pertaining to the state of Delhi has been granted to the Lok Sabha by the Constitution, according to Union Home Minister Amit Shah on Tuesday.

Amit Shah remarked, "The Constitution has given the House (Lok Sabha), power to pass any law regarding the state of Delhi," while speaking on the floor of the Lok Sabha during the introduction of the Government of National Capital Territory of Delhi (Amendment) Bill, 2023. According to a Supreme Court ruling, Parliament may introduce any law pertaining to the state of Delhi. Every criticism is political.

The bill to replace the ordinance for control of services in Delhi was presented in Lok Sabha on Tuesday after a brief discussion of the motion.

The Government of National Capital Territory of Delhi (Amendment) Bill, 2023, was introduced by Minister of State for the Interior Nityanand Rai.

Adhir Ranjan Chowdhury, NK Premachandran, and Shashi Tharoor were among the opposition lawmakers that opposed the bill's introduction.  

"I rise to oppose the bill's introduction because it justifies this government's unacceptable intrusion into the state's territory. Its goal is to unearth a cooperative federalism graveyard. According to Adhir Ranjan Chowdhury, the subject center is subject to the state's rights. 

N. K. Premachandran, a member of the Revolutionary Socialist Party, questioned the Lok Sabha's capacity to pass the bill.

If this measure is passed, Delhi's government is meaningless. Through bureaucracy, it is robbing the elected government of its legislative authority. The Supreme Court is being overruled," he claimed.

Asaduddin Owaisi, an AIMIM MP, said that numerous constitutional clauses are broken by this law.   

"This is against Article 123. The notion of the separation of powers is being violated. Legislative competence does not exist. I want the votes divided, he said.  

HomeMinister Amit Shah rejected the claims made by opposition members and stated that the Constitution gave the House the authority to approve any law pertaining to Delhi.

According to him, the Supreme Court's ruling made it clear that parliament may introduce any law pertaining to Delhi and that the opposition parties were resisting its introduction due to political reasons.

The law gives the central government the authority to enact regulations governing the business of the National Capital Territory of Delhi, including those pertaining to the duties, pay, and other working conditions of officers and workers.

The Delhi Service Control Ordinance was introduced by the Center on May 19. Days after the Supreme Court's ruling on the matter, the ordinance was passed.
