Amit Shah to table Delhi Services Bill in Rajya Sabha

On August 7, the Government of National Capital Territory of Delhi (Amendment) Bill, 2023, will be introduced in the Rajya Sabha by Union Home Minister Amit Shah. The Bill to replace the ordinance on transfers and postings of top officers in the Delhi government was approved by the Lok Sabha earlier on August 3.

The bill was passed in Lok Sabha despite loud opposition MP protests. Asserting that Parliament has the authority to enact laws for Delhi, Shah labeled the opposition to the measure as "politically motivated" when it was first introduced.

The proposed legislation will bolster the Central government's influence over the nation's capital by granting the Delhi Lieutenant Governor final say over the transfer and posting of local government officials. On July 25, the Union Cabinet adopted the bill.

Arvind Kejriwal, the chief minister of Delhi, had contacted a number of opposition figures in recent months to rally opposition to the law. Since the NDA lacks enough members to form a majority on its own in the Rajya Sabha, the AAP administration has urged various opposition figures to obstruct it there. The Supreme Court has received a challenge to the ordinance from the Kejriwal-led AAP administration.

A source told PTI that senior Congressman and Supreme Court attorney Abhishek Manu Singhvi would probably start the discussion in the Rajya Sabha from the opposition side.

In a case involving the management of administrative services, Singhvi had argued on behalf of the Delhi government before the Supreme Court.
